Runoff From Kennel Concerns Neighbors

When a Morehead man built a kennel in his backyard and filled it with a lot of dogs to start breeding them, the noise was a nuisance to neighbors, but now they are worried it has become a health hazard.
  Mildred Johnson lives right behind the kennel.
  The barking dogs keep her up night and day and she says the smell is bad.
  But what she is really worried about is the runoff in her yard after he cleans the kennels.
  She has had it tested twice and E.coli was found in her soil.
  The man who owns the kennel has been cited by solid waste and was given 30 days to do something about it.
  So far neighbors say nothing has changed so they are circulating a petition to take to the next fiscal court meeting September 16th.

Someone should contact the Humane Society of the United States.
